My guess is the 1950's - 1960's to perhaps the early 1970's. It was early in 1970 when salons began blow drying hair. I used to get up at 5:30 every morning to wash, set and dry my hair in one of those things! Thank God for blow dryers.
References :
My mother had one like that in the 50's, actually I still have it and use it in the winter and to do my nails.
References :
It could be as late as the 1960s, too. I had one back then similar to the one you describe, but it did not have the nail care equipment (it was probably a cheaper model). Mine is a Sears Kenmore, and my mother and I still use it.
References :
What a great artifact! I know many ladies who collect vintage items that would love to be the proud owner of it :)

I would say that would have been made in the mid-to-late 1930's all the way through to the 1960's...do you have any of the literature that came with it? There should be a copyright date on the materials if anything else. Or a picture would help too!
