How do I prep my car panels for painting?

I have bought some second hand front gaurds, bonnet and bumper for my car to replace the smashed fromt end.
As they still have the factory perfect paint on them, how do I prep them. Do I just need to take the gloss coat and shine off it and simply respray?
What about the plastic bumper?
I will finish in white and the second hand panels are black and dk blue.

Try a 300-400 WET/dry sandpaper. Use wet process.. the water will help the paper not to load up. Lightly scuff the surface… this allows the paint to have something to hold on to…Solvent wash…let dry…Paint

    light scuffing missing no spots…prep solvent wash…let dry…then paint to color of your choice…
