There are also regular car covers but they are expensive and a pain in the but. I take it you do not have a garage?? I guess I would try talking to the cat's owner which is a shame. You can also try spraying the cat lightly with water but it won't keep it off for long. I would discuss it with the neighbor and ask that they keep their cat on their own property.
