There is a plant you can grow near where you park your car its catsnip or something like that, they hate it and stay away, otherwise use on of those motion sensor plastic dogs and when the cat goes near it, it will bark and scare the cat away lol :)
References :
I have one - Poppet

I like that plastic spiky car mat thing. There are also regular car covers but they are expensive and a pain in the but. I take it you do not have a garage??
I guess I would try talking to the cat's owner which is a shame. They should be keeping it inside where it is safe anyway.
Good luck.
References :
Vet Tech 25yrs

You can get a plastic carpet runner with spikes on the bottom and lay it across the hood of your car with the spikes sticking up. You can also try spraying the cat lightly with water but it won't keep it off for long. I would discuss it with the neighbor and ask that they keep their cat on their own property. They will be liable if their cat does any damage like scratching the paint.
References :
Cover your car hood and top with a plastic "spike" mat. Okay, let me explain. You know those plastic floor mats that go over carpeting and have those "spikes" on the bottom-side? Well, get one or two and cut it to the shape/size. Place it, spike side UP, when you are away. The cat will HATE the spikes on his feet, and it won't take too many "encounters of the spiked kind" for him to learn that the car is suddenly a very UNFRIENDLY place to be!
