can someone tell me the name of this easter movie?

I am looking for the name of a movie (cartoon) i saw as a child that is about a little girl that wants more than anything to go to an easter parade, and i believe she gets an easter bonnet. Somewhere in the movie she gets scarlett fever. i’m not sure what else happens. it would have been in the late 80’s or early 90’s.

it was i believe produced directly for video.
and i know it’s not the veleventeen rabbit.

I know this move was produced between the late 1980’s (like 1989) and early 1990’s and was a direct to video release.
